Why Don't My PDF Page Numbers Match the Viewer?

If the page number printed on the page reads "12" but your PDF viewer says "page 14" in its navigation bar, this is almost always a page-label mismatch, not a bug.
Why this happens
A PDF viewer's page counter shows the physical position of a page in the file by default. If the document has unlabeled front matter — a cover page, a blank page, a table of contents — before the numbering that was actually printed starts, the viewer's count and the printed count drift apart by however many unlabeled pages came first.
