These are two different things stored in two different ways, and mixing them up is the most common source of "wrong page number" confusion.
Printed page number

- ·Permanent, visible content — part of the page itself

PDF viewer page number
- ·A count shown in the viewer's toolbar or navigation bar, based on physical page position by default
