Printing a PDF to a new PDF and flattening a PDF can produce a similar end result, but they work differently and are not always interchangeable.
Flatten PDF

Print to PDF

Which to choose
Use a dedicated flatten tool when you want to keep the document as clean, selectable text. Print-to-PDF is a fine fallback when you just need a quick, permanent-looking copy.
